Ghana Tourism Authority’s push to regulate short-term rentals (Airbnb)

In recent months, the Ghana Tourism Authority (GTA) has set its sights on one of the fastest-growing yet least regulated corners of the hospitality industry — short-term rental platforms like Airbnb. While these platforms have given travelers new, affordable ways to explore Ghana beyond traditional hotels, they have also raised important questions about safety standards, tax compliance, and the overall quality of the guest experience. The GTA believes that a clear regulatory framework is essential, not only to ensure fair competition with hotels and guesthouses but also to protect the reputation of Ghana’s hospitality sector as it continues to attract more visitors from across the globe.

The Challenge of Balancing Innovation and Oversight

At the heart of this push lies the tension between innovation and oversight. Many property owners, from Accra’s bustling Osu district to the serene beaches of Ada, have embraced Airbnb and other short-term rentals as a way to earn extra income and share their part of Ghana’s story with travelers. However, without proper registration and adherence to hospitality guidelines, guests can sometimes face issues ranging from misleading listings to safety hazards — and these situations can harm both visitor confidence and Ghana’s brand as a safe, welcoming destination.

What the Proposed Regulations Mean for Hosts and Guests

The GTA’s proposed regulations would require hosts to officially register their properties, meet basic health and safety standards, and contribute a small tourism levy to support national tourism development. For travelers, this could mean more reliable listings and better accountability. For hosts, it presents an opportunity to operate on a level playing field while benefiting from official promotional channels. While some fear that increased bureaucracy might discourage small-scale hosts, others see it as a necessary step toward a more professional and trusted short-term rental market in Ghana.
